I have a question on the nest way to distribute a Package to sites –

Is it simply make a back-up of the Repository and then download to the new site or is there a another more preferable option?

Several possible options

1 Save individual package into the file and open it the customer site.
2 Copy repository database
3 Use backup/restore (I use this one most of the time)
4 repository synchronisation wizard if you are able to connect to both repositories
