When you run Setup do you see version number?
It should be 2.4.0.15

Yes.

I uninstalled, cleared out the registry, rebooted, and reinstalled.

Now, when I start nothing happens. After I click ok it does nothing...Process managaer shows the process but nothing is coming up.
